Presentation of the report on the theme "Modern trends and risks in the development of resource regions of Russia" at the ERSA Congress of 2014 by Irina Ilina, Carol Scott Leonard, Evgenij Pliseckij

This report is a result of project made with the creation of an international team of researchers. The main aim was to assess the impact of the quality of governance on economic performance and well being in Russian regions, especially in resource one, from 2000 to the present.

At present time most of the Russian regions, including successful developed like resource one, faced with a serious problem of scarce budgets. This is due to the process of increasing of obligations that transferred from the Federal to the subjective level.

Also increasing of social expenditures related to wages of workers of budgetary sphere happened.Simultaneously, decreasing of the number of large investment projects in the regions caused and may cause difficulties with the execution of the budget through tax deductions. Many experts notice the threat of default regions in such processes. This will require regional authorities to take efforts in search of new opportunities for investment.
